How does the development application process work?

The Planning Act 2016 sets out the rules for assessing development in Queensland. Click the arrows to see an overview of the process.

Step 1 - Lodgement

The applicant lodges the development application with Council, including the required forms, plans, reports and application fee.

If needed, the applicant can choose to discuss their proposal with council prior to lodgement to understand the planning scheme and requirements.

Step 2 - Application Assessment

Council (Assessment Manager) assess the application against the Planning Scheme, the Planning Act 2016, State Planning Policies and Referral Agency requirements.

In some cases, applications may also be referred to State Government agencies for their advice as part of the assessment.

Step 6 - Implementation

Once the decision is final (and any appeal period is ended or an appeal is determined), the applicant can act on the approval.

If there is a breach of the Planning Act 2016 or the approval conditions as part of development, Council can take enforcement action.
