Six big ideas emerging from targeted engagement

  • Making more space for people

    Adjust kerb lines and selected parking areas to create wider footpaths where activity is greatest. New spaces could support outdoor dining, seating, planting and safer crossings, while flush-kerb treatments would help slow traffic and create a more connected street environment.

  • Create a cooler, greener street

    Create a cooler, greener and more comfortable Brisbane Street through new shade trees, planting beds, shaded seating and complementary shade structures. Council’s preferred approach is to progressively replace the existing fig trees with more suitable species, supported by improved soil, underground growing space and irrigation to establish a healthy, resilient long-term tree canopy.

  • Transform West St into a shared community space

    Create a slower and greener shared West Street that gives pedestrians greater priority while maintaining essential property access and servicing. West Street could strengthen connections to nearby schools, residents and the rail underpass while providing space for pop-ups, temporary vendors and community events.

  • Bring the street and heritage to life after dark

    Use coordinated pedestrian, overhead and façade lighting to make Brisbane Street safer and more inviting after dark. Lighting could showcase heritage details, support outdoor dining and events, and create a distinctive evening atmosphere without unnecessary glare or visual clutter.

  • Create a cultural forecourt at Studio 188

    Create a more open and welcoming public space that connects Studio 188 with Brisbane Street. Flexible seating, planting, lighting and gathering areas could support small events and everyday use. The adjoining green space may also provide an opportunity for a small public toilet, subject to further investigation.

  • Create welcoming gateways

    Transform the Ellenborough Street and Waghorn Street intersections into clear and welcoming entries to the Top of Town. Safer crossings, widened footpaths, feature planting, shade, lighting, public art and wayfinding would strengthen arrival and local identity.

Project background

Brisbane Street and specifically the Top of Town precinct is one of the city's most iconic and important streets. It is home to some of the region’s most significant heritage buildings, local businesses, and plays an important tourism role for the city.

The last streetscape updates occurred over 30 years ago. Through community engagement and site analysis, design options are currently being considered. The Brisbane Street Refresh designs aim to create a more welcoming, accessible and vibrant street that supports the businesses on the street while highlighting Ipswich's unique character and history.

Funding secured through the Australian Government's urban Precincts and Partnerships Program has enabled council to investigate and develop concept designs for an expansion which aligns with all projects within the broader Ipswich Central Heart project.

Building on previous community engagement and targeted stakeholder discussions, the concept designs aim to enhance the pedestrian experience, increase street greening, improve accessibility and strengthen perceptions of safety at night.

Importantly, the Brisbane Street Refresh will improve visual connections to the Nicholas Street Precinct and the Cultural Heart, while enhancing public amenity along Ellenborough Street and strengthening access to nearby accommodation, including the Oaks Hotel and planned Hilton Garden Inn.

Previous engagements

May 2026 - Brisbane Street Walkshops

For Brisbane Street specifically, four walkshops were conducted with key user groups:

  • Women, Girls and Gender Diverse Walkshop: Featuring local business representatives, members of Zonta International and Ipswich Central Partnership, focused on understanding experiences of Brisbane Street after dark.
  • Youth Walkshop: Involving 50 members of the Ipswich Youth Advisory Council, identifying what they valued on the street and where they saw opportunities for improvement.
  • Heritage Walkshop: Bringing together members of heritage groups from across the region to share stories and provide insight into the character and identity of iconic Brisbane Street.
  • Brisbane Street Traders Walkshop: Following feedback from the Ipswich Youth Advisory Council, traders walked the street at night to explore opportunities for strengthening the night‑time economy.
